Very well written, but as a former Navistar engineer I just had to add a few things.
This is a long and complex story that I don't want to type out. Essentially EPA passed some regulations back in 2000 that vastly reduced truck emissions. These regulations proceeded to have cataclysmic effects on the truck industry that is just now starting to level out.
