Without question. All of the local area 'burb high schools are in similar 5A districts and are maybe ~20-30 minutes from each other, so no only do you have a big home town crowd you also have the away teams traveling pretty well.
The justification is that 18,000 people or more want to watch the team play. If the school can make it's money back over time, then it makes sense to build such a facility.

You know what's more helpful and would identify the issue? "This is a safety and security issue because...". As I said in another statement, you can't go into vague generalizations if trying to solve an issue, if you're an engineer you need to state factually what is going on, without the hyperbole.
Unless you are in the legal department at GM or a decision maker, you shouldn't be stating whether or not something is a lawsuit.
