This is a unique photo and I am in love with it. The colors are wonderful, the depth of field is great, the reflections are everywhere, the balance of the composition is crazy, it's definitely not a technically perfect photo, or even artistically speaking, very good, but I adore it.

Nope, that's actually called 'bokeh depth of field' and isn't a Photoshop effect at all. It's an effect created by adjusting the depth of field of the shot so that the lights above the car are 'artistically' out of focus.
