...uh, how would an "app" allow you to stream a PS4 game to a second TV? Or accept a Vita game cartridge? I think you're kinda missing the point of this device if all you can think is Vita-game-on-TV.

Works with both. You can see people using a DS4 in a couple of the videos they showed at the press conference. Packaged with DS3 'cause it's cheaper. How they'll handle touch with the DS3? No idea.
Remember all those free Vita games you got by signing up to PS+, but you don't own a Vita? Yeah. Getting this.
Actually, the streaming PS4 to a second TV functionality is worth the 99 bucks alone.
This is not "for" the PS Vita, this IS a PS Vita. And yes it competes with the Ouya, Roku, Apple TV, etc... "expanding TV dongle market"
Not only that, but it also streams PS4 games, so, if you own a PS4, but 2 TV's, this thing is a must-have.
Vita games are 960x544, less than 720p, yes, but you'd be surprised at how many 360 games are rendered at less than that...
Actually, this is an extremely smart move on Sony's part.
...and the 2DS is actually a pretty clever move on Nintendo's part as well, despite the silly name and looks.
They will both sell like hotcakes.

It's a Vita without screen, buttons, nor battery. Hence the price. It can do EVERYTHING a Vita can do, because it IS a Vita. It has a memory card slot, AND a vita game cartridge slot.
Not sure how they'll handle back-touch, but if using a DualShock4, you can use it's touchpad. No idea how they'll handle touch with the DS3...
...and yeah it's compatible with both DS3 and DS4.
Yup, compatible with both "if you look closely at the trailers they showed", how they'll handle touch with the DS3 though, no idea...
Naw man, you're looking at it all wrong, this is a compliment to the PS4, if you buy a PS4, but have 2 TV's, this is like getting a second PS4 for 99 bucks. Besides, if you own a Vita, you probably already own a PS3, so you already have the controller, besides, using a controller is a huge plus in my book, definitely…
Dualshock4 has a touchpad. Although not sure how they'll handle it with the DS3...
"It was shown using both".
Dude, they anounced a bundle that includes an 8gig memory card, it has the memory card slot in the back, and the vita game slot on the side, it takes BOTH, and you can take your card out of your portable vita and stick it in this, sign in to your same account, and everything will be there.
I'm predicting that the PS4 remote play function will make this a hot-seller in households with multiple TV's. And if it sells, the developers will come, and if the developers come, then the Vita is saved. And even if the developers don't come, then the Vita hardware will have found new life as a Roku-AppleTV beater /…
Uh, it doesn't need to, it IS a Vita, just take your memory card out of your original Vita and stick it in this. Job done.
It does! ;-D
If Vita does it, then Vita TV does it. BTW, I have Netflix on Vita outside US ;-) .
...oh, and if you wanted a WHY they're both clever moves, well, the 3DS was not practical as a device for small children due to the breakable hinge, and the 3D being a 7yo+ feature "3D can damage the eyes of children under 7", also tha 3DS's pricepoint was a tad above what parents are willing to spend for a small…
