Has anyone ever enjoyed a sliding morality scale in an open-world game? Where you're punished for accidentally killing civilians? No, they have not. Pity, then, that Watch Dogs has one.
I have my PS1 copy right next to me, and I still own it through the PSN. It deserves every dollar.

As far as I know it is still happening. I don't recall a very specific time frame being attached to it, though. Hmm, perhaps this requires some investigating.
I set aside a week at least once a year to play through Suikoden I and II; going to be lovely when SII hits the PSN and I can have it on my Vita without remote play.
As a whole it's quite nice; just wish the dance was a little tighter—and by that I'm referring to the drone paths as well. Makes me think of this, a little, in that the elegance of the movements open up nice terrain for multimedia performance pieces; man-machine sort-of synergetics.
I've been hearing about this a lot lately, but I haven't heard much about how it affects comprehension or retention. I would guess negatively—at least initially.
