I like this one for another reason too. When they say public road, location matters. A lot of the roads in the UK and other countries are older and narrower. This makes moving anything more of a challenge than if the same thing was moved on a road in the US and some other countries.

Restrictions are there to keep you off vehicles in the bay. You don't want to risk someone releasing a brake or anything like that and allowing the weight to shift. pretty common to see guys laying on pallets and things in the hold though during long flights.
