IIRC, he cut them up to make the Special Editions. Meaning the films will have to be re-built from the original footage (like TNG was, except those negatives were fifteen years younger and we don't know how well the SW footage was stored).

If Lucas would have released the original cuts, there wouldn’t have been this problem for 10+ years. Not to mention that he reportedly destroyed the original negatives for his special editions, possibly making any HD release of the original cuts prohibitively expensive.

It’s also worth noting that Lucas, who set himself up as a defender of the rights of directors against studios and producers, didn’t direct the second and third movies. So he’s stepping on the work of his fellow artists, who weren’t consulted on the producer’s “improvements”.
