The Gamestops in Utah have done this for years. I believe it's because trading in games classifies them as a Pawn Shop under Utah law, so they are required to fingerprint everyone that trades a game, just as any regular pawnshop would.

You obviously haven't seen Bark Ops.
The English version apparently has more than the Japanese version. I haven't looked closely yet to see if it's just because the print and pictures are larger, but the book is also thicker as well.
