I don’t get that. When I was the victim of a hit and run, after he was found he was responsible for my repairs. And he lived in another state which meant that, for some reason, the particulars were difficult to manage. Nothing punitive which is too bad, because the kid was High AF.
File in small claims court. If you win, you can garnish his wages or seize and sell his property. I don’t know what state you live in, but in mine, the small claims process was designed to be cheap and easy to navigate.
