A few hours. I know where to shoot my gun, I just noticed a few shots that I thought were headshots that didn't crit, making me think that that it works on a probability system like if you hit the head you have a 40% chance to crit whereas the chest, it's 20% and the leg it's 5%.

Well that's not very smart as it's irrelevant to the point. I didn't know that the critical hits were not at least partially based on RNG but the skill STILL sucks even if your a pro and it hits every time. Yea but it doesn't even have remotely the same effectiveness with those weapons as I explained and the skill doesn't even work for some guns according to the wiki. It only affects the last bullets so you want to make sure to have around 12 bullets for maximum effectiveness. That alone takes out many categories of guns…
If you're holding 2 guns, it's still the same percent damage increase. And why does it suddenly affect all bullets and not just the last one? Am I missing something here? Looked up, that skill's alright at BEST and only in comparison to the other terrible skills. It's certainly not a "I can't wait to get that skill!" type of skill. It only affects one bullet out of the whole freaking magazine and isn't as effective with guns that have a smaller magazine.
