You mention using this for speedrunning, but direct modifications to shorten cutscenes etc wouldn't count in competitive speedrunning (unless it is something like tapping A or using a glitch to skip it, on any%).
Now, if Capcom released this as an official patch/option then it could go into speedrunning category.
I think I bought the recent Sim City (AFTER patches) because my friends were playing it a lot. Got a code from Amazon, I think.
