I'm going to assume it's similar to what they did with Star Ocean: The Last Hope for 360. Japan got anime portraits for the characters, the rest of the world got generic "headshots" of the 3D models. Although the game graphics were obviously the 3D models, the anime portraits are more expressive, and preferred.
