I do believe Nox multiplayer has been patched/modded by the community to run multiplayer games without the old westwood servers. Dunno if anyone is still playing though.

Western strategy development is alive and well on PC, but outside of Civilization I'll agree that there simply aren't any people developing them with large budgets.
