It is still a security best practice if you're hardening your environment to disable the IPv6 stack if you do not need it. But hopefully the people in charge of that know what they're doing enough to understand the impact :).

It's more about clearing up inconsistencies and pointing out missing sections than it is legal advice—it doesn't tell you what to include, how to write it, or what you should ask for. I'd say it's a stepping stone to fleshing out a better contract
