That's what I thought at first glance, but if they saw her birth certificate and were aware of her age and let her not only compete but win, it's pretty unfair of them to take the crown away (and more importantly, the money) from her now.

When you sign up for a pageant you have to include a copy of your birth certificate. The pageant people still took her money and let her join. Don't you think they should have looked at her birth certificate?
