The thing is speed lowers the time one has to react. And that time can’t be reduced. If you’re supposed to yield to traffic, you can’t do so safely if said trafic comes too fast.

Speed does kill when a much larger vehicle hits a smaller vehicle, or a car hits a bike or pedestrian. And IMO drivers tend to speed more frequently and to a greater degree in low-speed zones where bikes and pedestrians are more likely to be present.
