Amtrak may be rather expensive, but I remember skimming a report on them that boiled down to 85% of their operating costs is carried by passenger tickets and the remainder from taxpayer money...all things considered that's pretty impressive to pull that off in the current economic climate

How about this: adjust the tax for inflation, AND issue the fee to the EV owners in an effort to recoup the gas tax revenue the state would have otherwise lost. That way, we can be equally fair (or depending on your viewpoint, unfair) to everyone!
