Those are her pre/post time skip ages, the above images are both pre skip (hence the short hair). Her cup size increases massively well before she officially gets older. Apparently breast development can continue into a girls early twenties so maybe Nami is just a late bloomer.

This show is so good, I didn't expect to like it as much as I do. I'm about 300 episodes in and I can't stop watching it. So far I give it a 10/10.
