False, From any one that has actually played the game you can Drive just about any car in free play with a few restrictions. You can drive your own cars and rent vehicles you don't own. This excludes DLC. Renting a car in freeplay is actually free despite the term.

I know that, It just seems like the lower resolution masks some of the uglyness. The higher resolution just shows how absolutely ugly everything is. Just like when network TV went from SD to HD. We get to see all of the blemishes now.

If it me or does the higher resolution just points out how ugly the 3D models and textures were. At least with the lower resolution it kind of gives us a beer goggles effect on the visuals.
