As i said, they are becoming more common, at least in the USA store. But, yes, it is nice gaming companies are making better deals, i guess console wars do help a litte.

They have been doing some pretty good sales, one of the most recent was a RPG one, it had Ni No Kuni: Wrath of The White Witch ($30 in Amazon) for $5. There have been many other great deals, but i'm too lazy to check the normal prices for all the games so i'll just leave you with that.

I don't know about Xbox, but PSN has a lot of sales...
