IMHO, that's horrible RPG design that is all too prevalent. Regular enemies are nothing but grind-fodder, and then the game feels the need to justify itself by pitting the player against a brick wall. I always prefer games with tough enemies and then slightly tougher enemies to games that are a walk in the park…
