How much to make it road legal?

It's not that bad. Just the windscreen needs a redesign for it.

I think one of the best could be Power-To-Weight.

Or a classification based on average Weight, Power, Torque and Power-To-Weight.
We have classes for race vehicles so why not road cars. Goods vehicles have a few classes already.

Raises the question: Should cars worth over $50k, $100k & $500k have extra licenses and training to prove you can drive them? Police, Taxis and Chauffeurs require it for less.

You'll need the door open in a GT40. It's a very tight fit in there ;)

There is no best, imo. All museums have something unique/special inside. Whether it's a private collection or an actual business.
