Lead may be toxic, but it’s still super useful for a bunch of applications. Also, a block of lead doesn’t produce a realistic satellite payload. It’s too dense. You need something with an odd configuration to really test it out, hence the car.

They had to test it anyway, so all of that fuel was necessary. The amount of valuable metals that this consumed is inconsequential in the big scheme of things. The space debris would’ve happened with a normal test too, and they’re firing that bad boy out of earth orbit anyway so it won’t be an issue. Space is big dude.
