Perhaps there should be a way for people living in and /or adjacent to the “zone” can appeal or be exempted from the fees.

And if you have a reasonable data connection, the car really only needs to download the “map” for the route it’s taking, which it already knows. It could download changes on the fly too.

Because the socialism of the military only extends as far as buying and shooting the guns, not taking care of people.
