It's not just user base but user base that buys 3rd party titles. The 3rd party titles that have done well on Wii and WiiU have either been very specifically designed for those platforms, like Just Dance, or have been budget titles like all the crap we saw early on in the Wii's lifecycle.
Nintendo has been profitable because they A) focus on their platform alone. Which if you've ever used a Nintendo dev kit is a very difficult thing to do while building for other platforms. And B) They aren't dealing with licensing fees to publish on the Wii or Wii U like 3rd parties do.
3rd Party doesn't consider the Wii or WiiU because sales have continually shown that consumers would prefer most 3rd party games on the PS3 or 360 with a traditional controller and the majority of people that buy Nintendo platforms generally stick to Nintendo 1st party titles.
