Surely “from a US bargain hunter perspective” the best option is to wait a year for the inevitable “everything and the kitchen sink” edition of the game, which will include all of the DLC and be $20-40 cheaper than the original release.

Paying twice as much for an incomplete unpatched version of a game that will cost half as much and be far more functional six months from now is not what I’d call “bargain hunting.”
