This is tha standard place for touchpads so that it fits in the gap between the two palms when they are resting on the laptop in the “touch type” position.

they don;t put it in the very center as the numpad isnt really considered part of the main keyboard, very few people use it.

The reason so many laptops have an “off center” touchapd is so that the touch pad is directly under the spacebar and center of the typing area. The numpad section is always seen as a bit off an add on and isn;t always in constant use.

I would say the answer is “no” to all of those situations.
