S.M.Stirling wrote a series called "The Change" in which all electric and pressure driven things stop working. No cars, no gunpowder, no electricity. Some of the characters create an order of Dunedain Rangers and call Tolkien by the title of "Great Translator" ... they also adopt elvish as their offical language

and a big part was the launch vehicle ... I think something like 200 million $ ... getting things into space is still very expesive. That's the reason they try to develop reuseable rockets.
