It depends on the streamer as well. They have to set their streaming program for 60fps which takes more resources on their end as well. Some streamers choose to keep the quality output low since not all viewers can watch 1080p60fps in order to maximize viewership.

While 20fps isn't great, they did patch MGS3 to have a steady 20fps. Kinda surprised me when I didn't ever expect a patch for the game at all. It did lower the fps in areas it did to well but made the worst parts much better.
