I suggest you check the artwork of Alphonse Mucha, which your Samus picture is inspired by. Mucha is one of my favorite illustrators, BTW, so I can never let the opportunity pass where I can recommend it.

It's true that systems came out later in EU than in the US and JP. But by 1991 the Genesis/Megadrive was VERY popular in Europe. So it was not like it was a risk to develop a game for Europe as long as you make it for the genesis, which they did, since the game was probably greenlit in 1992.
