According to this site, the best small truck MPG is the Tacoma, at only 23 mpg. I agree with you that the automakers COULD make something that got over 30, but I don't think the sales are there.

Bad news: it'll be years until automakers can squeeze over 30 mpg out of a truck sold in the US.
