I said this in another thread, but this could also be partly the union’s doing. When they restructured the CBA and the union pushed for the rookies to have capped salaries for each pick in the draft, it basically made it cheaper to re-draft a specialist instead of having to pay out to the older guys.

Really if you think about it, the veterens (or the union) kinda helped this along with the new CBA by pulling for the draftees contracts to be capped at each pick.
