The condom thing is a well known military training thing for improvisional thinking. It's awkward, but it works and you can carry a disturbing amount of water in the things (greater than 1.5 gallons). You have to carry them in your jacket or helmet, but if you've got nothing, it works.

Yes, it lacks the necessary additives to handle the flexation caused by driving. It won't bond to any plastic parts of the car properly and it also prevents repainting later on the road without siginificant expense.

Why not make it a whiteboard surface instead? Reusable and no need to swap pads. Two ways that I've used in the past: Find a large "Shower Board" or Tile Board from Home Depot or Lowes. It's an instant whiteboard that you can cut to fit for dirt cheap. It cleans almost as easily as the best of whiteboards.

In very arid areas (such as Colorado where I live) these are actually illegal. The cities plan on your watershed and capturing it can net a ticket. Rarely enforced, but good to be aware of.
