you are wrong. you only notice a difference if there's two different framecaps in the game. Bioshock for example; the game ran at 60fps, but the physics were capped at 30. that resulted in jittery ragdolls and interactions with movable objects.

thats how rarity works. the latest pokemon tcg sets have been super generous with their pull rates, which made the power levels skyrocket. Its a trading card game; the whole purpose is to make an economy among players, and if everyone has all the bomb cards, nobody trades, and people buy less packs.
