Good. Invulnerable Minions is and was bullshit, and abilities like Arcane Sentry (aka, the 4,000,000+ DPS Purple Beam of Instakill) are way too powerful.
The framerate problem is now largely dependent on your hardware. From the relatively low system requirements, it looks like it will be an easy problem to fix.
They've since changed it for the better. All downloadable titles can transfer over between 3DS systems (actually, nearly everything transfers over now).
The digital copy has a digital manual as well, like most physical 3DS titles.
It is no worse on PC than it is on consoles. Both versions are rendered at the same resolution and have the same framerate cap. The difference is, a sufficiently-powerful PC (aka, most of them) will now be able to get a better framerate from areas like Blighttown, and in other places where the consoles' hardware…

Do yourself a favor and get it on PC. Just about any computer can run it, and it has about 300 updates worth of content over the console versions. (No, seriously.)
