It deterred a lot of people, actually. The carrot method’s worked far more effectively than the stick - and he didn’t go back on them, he meant from the get-go that only people with active restrictions would miss out on rewards.

In fairness, the only ones that are even up for debate are things like disconnections. Usually cases involving verbal harassment/abuse either reform or are wholly unrepentant and get banned.
