I get that, I've been there, it's one of the most frustrating things in the world. But in all honesty the odds are just as great that you'd have won the series because someone on the enemy team was afk as well, and over time the number of afk/troll games is far outstripped by the number of proper ones.
If you lose a promo series, it's honestly not the end of the world. It sucks, but if you really deserve to climb up to a higher skill bracket, it won't stop you for long.
I think it definitely could have been phrased better, but at the same time it depends on what queue it is. If it's a normal game, I'm really not too fussed beyond the immediate "Ugh, we could have won" factor.
I think at the very least, ranked play should be structured so that afks have less of an impact on the games themselves. Maybe not as far as negating promo matches, but at the very least dampening LP gains/losses if one or more players disconnected.
