I believe when you are sitting close to a monitor, 30 fps limitations are more easily visible than when you are sitting far away. This is evident with the Occulus Rift wherein 60 fps is not optimal but 75 to 90 fps is.

I think Gran Turismo on the PS3 was the only 1080p @ 60 FPS title ever made last generation.

It depends. Most games that are enrolled with either AMD Gaming Evolved or Nvidia's equivalent are very well optimized.

It could be. If you look it up, there are some articles detailing the response of the devs when asked about a PC version. With lots of FF games already on Steam and FF14 being "next gen game" on PC, it should not be very difficult for SE to make FFXV available on the PC.

Half Life 3 is a contender too though.
