As one of the commenters said above, the page you linked to says that they are covered if you an MD's prescription. A major pain in the butt for the doctors, but not entirely disallowed.

I think he's talking about K-12 teachers who have an obligation to deal with parents. Elsewhere he talks about how colleges formed parent's groups to deal with the problem. But it's still ridiculous to transfer that to employers.
