I'm not sure that's exactly correct... My wife has a service to log in to her VPN for the pharma company she works for. The device is on her keychain and changes numbers every 2 minutes or so. That isn't connected to the internet, why would the ATM need to be?

Exactly!!! This is a PERFECT solution. Two point verification. I have it for all my passwords, why not for cash?! The ATM wouldn't even need an internet connection, only your phone would. AND, best of all, you could elect to use the service or not. That way people without internet capable phones wouldn't be S.O.L.
