Not quite dude, devs decide to publish their games exclusively on PC but you don't see PC manufacturers or Steam, GOG, EA (Origin) paying big money to keep their games to their platforms. This is a bad practice from console manufacturers and it needs to stop, it only hurts the industry.

It wasn't 2K that promised it, it was Irrational and Sony, 2K in fact put roadblock for the project to happen, this is according to what Ken Levine has said.

I can make an educated guess, the reason why is not on Android right now is because install base segmentation, it is more expensive and time consuming to port something to Android than iOS. Not saying it will not happen, it is natural for 2K to get this out first.
