This is exactly what my wife (a Los Angeles native) has been saying — LA has the right mix of over-used and under-used (various stadia, public transit) infrastructure that might actually make the games work. And frankly there are only like a half dozen cities that fit that bill anymore so it probably behooves the IOC…
