Uh...wut. Maglites last for decades. I still have my little two AA cell one from when I was 10. Works just fine, other than I’ve had to replace the bulb a couple times. I have a 4 D one too. I imagine the LED units are even more reliable.

Retired as in destroyed. In a dignified manner, specifically. They’re not being flown on flagpoles, sure, but they’re still being displayed, and if they are being displayed they are supposed to be in good condition.
The flag code says that when the flag is no longer fit for display, it should be destroyed in a dignified manner, generally by burning. While indeed a neat record of the tower’s history, a torn and tattered flag is not considered fit to be displayed.
While neat, those flags all need to be retired.
