A minor correction, but the name halogen has nothing to do with the reflector or housing the bulb is in, but the fact that there’s a halogen gas in the bulb that improves the filament’s lifespan. This allows it to operate at a higher temperature, which directly translates to a brighter bulb.

With the planes that were preparing for departure, it was likely the pilot’s call to not proceed without contact with dispatch, or a rule I’m not familiar with that prohibits air carriers from operating in that circumstance.
They would need a huge staff to be able to do that. It would probably take 20-30 minutes per flight to plan it out on paper, and they all have to be able to work with all the routes. Then flight plans are pushed to the aircraft automatically through their dispatch computer during normal operations, so they’d all have…
