Improving traffic flow is not that difficult a task. Honestly, A.I. is hardly even needed. We just need real-time metrics on traffic flow and networked traffic signals (lights, speed limit signs, and signs that allow and disallow certain turns depending on traffic density and patterns). It is expensive, tough.
