I don’t know about Texas but in Maryland you vist the MVA every two years for an emissions inspection. They plug into your OBD2 port and get the readings that way. I imagine the mileage can be ascertained the same way. No need for GPS tracking.

Bingo. Charge vehicles based on weight and mileage driven. You can draw up the bill every time the driver gets his state inspection or renews his registration.
