Yes, they would, but ultimately the plate is their property so they get the final say as to what gets on it or not. Generally the government stays out of religious affairs, so I believe this is their way of holding up that policy.

License plates are Crown property, the government owns them. They're not yours to modify or exercise your freedom of religion on. You can put a big sticker on your car that says "I love God" or "I'm an atheist" and that's fine, but the government reserves the right to restrict what is done with their own property.
