It's a refinement on the game itself, but it's not a refinement of mechanics. The computer does so much of the action for you it's a much easier game to play, making it less apm/mechanic dependent. I played at a fairly high level for both and I did not have to put near the amount of time needed to play at a high level…
Starcraft 2 is nowhere near as good as Starcraft as a competitive game. It's too dependent on builds over mechanics. In Brood War you had to be good to play at a high level. In SC2, take advantage of a few highly optimized builds, and you can get to high masters easily.

1. Two parts. For dialogue, I tend to ignore any talking going on. Unless it was a pre-internet porn, particularly videos in the 70's (ie Brigitte Lahaie). Anal, was never a big fan of watching, especially since half the performers don't seem to enjoy it.
