Environment and nutrition definitely come into play. At least the differences between our respective families’ lifestyles (as cousins) seem to indicate so.

I had a nice 34B-C at around 14 yrs old, which I assume is her current age. I also started my period at a later age than the current average. Meanwhile, my cousin got hers way early (think like 9 yrs old) but she got dem small titties. Sooo puberty comes in different forms. :)
