Actually I always found Ben's to be overhyped/overrated in exactly the same way.
Yeah I went to college in DC and did Ben's once or twice, always found it underwhelming.... sketchy neighborhood too, several friends got jacked there at various points.

The Shield was a huge favorite of mine and I put it right up there in terms of top-notch quality along w/ the Wire/Breaking Bad/Sopranos.

I won't argue with this, the beta did seem a little buggy to me. There was one weird sync'ing/progress saving issue where it would like give some weird message about your progress saves being out of whack, wanna go with the most recent one? and then when you answered yes it would reset me. I lost my progress like 3…
It's still somewhat like that, but greatly improved. I also hated that about the first game, it killed a lot of the immersion for me, but at least here they've made some tangible changes. As others have mentioned, they appear in coordinated squads and operate as such more, I sort of disagree with this review saying…
I worry a bit about that but having seen what they've improved between the first one and this one, I would say they have a very solid grasp of what the core gameplay is and what is awesome about this IP/franchise, no worried in the least. GIMME MOAR!!!
Higher difficulties are crushing, at least before you really get good gear/skills/crew.
In the beginning, with a crew of low-level robbers, it feels rather like the first one, but once you start to level up, customize your gear, specialize some and acquire skills, the possibilities for creativity and adaptability and whatnot increase substantially.
